It all started when...

Debra Liva is the founder and director of I.C.B.I. She is the mother of five children and formed I.C.B.I. from her own experiences of dealing with school administration.

Ms. Liva has worked in the special education setting and has actively participated in ARD's with many parents of special needs children since 1995. She has received her education in the area of law as a paralegal and continually studies the forever-changing law of special education.

She has worked with parents in all areas of Special Education from school staffings, ARD's, mediations, settlement conferences and due process hearings throughout the State of Texas. Ms. Liva has personally taken her child's case to the Fifth Circuit Court of Appeals. Each case is handled with the David and Goliath mentality and she has never found a case too difficult that she did not take on as a challenge. 

Debra Liva's goal for I.C.B.I. is to ultimately train parents, advocates and attorneys about the rights under I.D.E.A. in order to build a team of advocates and /or attorneys to be the voice on behalf of the children who may not have the opprotunity to speak for themselves.
